Report From Iran: A Country we can't Ignore

Iran is a country that maintains something of the fascination it had in ancient times when it was both fabulous and remote. In our times, it remained somewhat remote but also a country that couldn't be ignored as it went through a series of dramatic events, from the revolution of 1979, the hostage crisis, the Iraq-Iran war from 1980 to 1988, and much more. The latest political convulsion was the "Green Revolution" in 2009 that quickly abated, but the country clearly keeps evolving, especially in its relations with the West. It is impossible for anyone, including perhaps the Iranian themselves, to evaluate everything that's going on in their country. For sure, Iran is complex, changing, varied, and fascinating, perhaps as much as it was at the time of Marco Polo when it was the hub of the merchant caravans carrying silk and spice from China. These are some notes from a trip to Tehran where I stayed for a week in October 2019.



The first impression you have when you arrive in Tehran is of chaos: heavy traffic, throngs of people, movement and noise everywhere. But it takes little time to understand that this is friendly chaos. Especially if you happen to be Italian, you find yourself rapidly at ease in the confusion. Tehran is appropriately exotic in the bazaars, but also quiet in the suburbs, and very modern in places such as the shopping center near the Azadi lake, where you could think you are in Paris.

One thing about Iran is that it is a remarkably friendly place. That's not unexpected: Most people everywhere in the world are naturally friendly if they don't feel threatened, or feel that they are being swindled or chided. They are also normally able to separate real foreign visitors from the image their TV presents to them. If, as a visitor, you approach the local people in a friendly manner, they will almost always reciprocate in the same way. In Iran, Western governments are often perceived (for good reasons) as evil entities, but that doesn't apply to individual foreign visitors.

Just to give you some idea of the Iranian attitude, let me tell you of when I was sitting with my wife at a local restaurant (by the way, if you happen to be in Tehran, try the Reza Loghme on the Mirza Kurchak Khan street: Iranian fast food, absolutely great!). There, we entered in a conversation with another customer who turned out to be a civil engineer. When he learned that we were heading to see the Abgineh (glassware) Museum of Tehran (again, a highly recommended place to visit), he accompanied us there and then he insisted to pay our tickets in order, he said, "to show us the traditional Iranian hospitality." That surely takes Iran several notches upward in the classification of friendly countries, but it was not the only example in our experience in Tehran. That friendliness may also extend to American visitors, the Iranians were friendly with them even at the time when the US was referred to as the "Great Satan," as Terence Ward reports in his book "Searching for Hussein" (2003).

This said, Iran doesn't seem to be just friendly to foreigners, it seems to be friendly also to Iranians -- at least these days. Of course, for a foreigner it may be difficult to detect social tensions brewing below the surface but what I can tell you is that in Tehran there is no heavy security apparatus detectable, unlike what you can see in many Western cities. We were taken to see from outside the residence of president Hassan Rouhani in a building in the Northern Area of Tehran: the security of the President seemed to require only a few policemen standing around the building. Of course, there may have been other, invisible, security measures. But it is impressive how they don't seem to expect serious troubles.

In terms of social tensions, the obvious thing that comes to the mind of a Westerner about Iran, just as for all Islamic countries, is the status of women. Iran and Saudi Arabia are probably the only states in the world enforcing by law the Islamic tradition for women to cover their heads. Yet, the time when women were harassed by the police if they didn't cover their heads well enough seems to be a thing of the past. In Iran, if a woman likes to wear a black chador that makes her look like a European nun, she is free to do so and many do. But most Iranian women, at least in Tehran, tend to interpret the rules creatively. The headscarf, the hijab, is worn halfway over the head and it is often light and brightly colored. The dress is also colored and decorated, women also wear jewelry and makeup. The result is often very elegant and lively. My wife reports that after a few days in Tehran she felt completely at ease wearing the hijab and that she even felt a little strange when she had to abandon it, coming back to Europe.

Of course, the impressions of a week may be misleading, but what I noted in terms of the social structure of the country seems to be consistent with the data. In Iran, women are still a minority in terms of being part of the workforce, but their role is important and larger than in other Middle-Eastern countries. Also, the gap seems to be rapidly closing. Iran also remains a relatively poor country: in terms of GDP per person (PPP), it ranks at about half that of Italy and one third the value of the US. Nevertheless, in terms of social equality, as measured by the Gini coefficient, Iran does better than the United States, although not as well as Italy. Iranians also have a good public health service

A country's educational system is a good indicator of social cohesion: dictatorial governments have no interest in an educated citizenship -- they rather tend to exterminate their citizens or use them as cannon fodder. Iran, instead, shines in this area with the state providing free of charge education for all citizens with impressive results. Some 4.5 million students enrolled in university courses, which is only slightly less than in the US in relative terms and much larger than in Italy. Iran has one of the largest ratios of students to the workforce anywhere in the world.

Of course, an evaluation of the Iranian education system would have to consider the scientific level of the universities and it is true that, right now, they don't score as high as Western ones. But the universities I visited seemed to be staffed by competent people and the research level was good. Here, one has to take into account the language barrier that often puts non-native English speakers at a disadvantage in the competition for space in the best scientific journals. I noted also that the research institutes I visited were massively staffed with women although, as it happens in Europe, the top-level positions are still mostly in the hands of men. That may rapidly change, though.

Islam is also part of the national Iranian culture: visiting Iran at the time of the Arba'een celebration gives you some idea of the importance of some religious traditions: you need not be a Shi'a Muslim to understand how deep the feelings for these traditions run and how fascinating they can be. Nevertheless, I would say that the current Iranian society is remarkably secularized. I can't quantify that, just take it as a personal impression.

And now something about the perspectives. The first question is population: It reached 80 millions and it continues to grow, although at a progressively slower pace. Iran is moving toward its demographic transition, but it is not there, yet. That may be a serious problem in the future: Iran is a large country but mostly dry and only a fraction of its land is arable. The result is that food must be imported from abroad. So far, this has not been a problem: globalization has made it possible to buy food anywhere and the result has been the near disappearing of hunger and famines worldwide. But things keep changing: globalization is on its way out and we may see a return of the old maxim that says "thou shalt starve thy neighbor into submission."

Recently, The US secretary of state, Mike Pompeo, seemed to suggest that starving Iranians was the objective of the US sanctions, although he later denied that. In any case, the food supply problem is recognized by the Iranian government, hence the emphasis on research on desalination and water management (incidentally, the reason why I was in Tehran). Desalinated water, so far, has been way too expensive to be used in agriculture, but that may change in the future and, in any case, water management is a vital element in the future of Iran.

Then, there is the question of oil production. Here are the latest available data for Iran. (From "peakoilbarrel.com" -- the Y scale is in thousands of barrels per day)


At its peak, around 1978, the Iranian oil production had reached about 6 million barrels per day making Iran one of the main oil producers in the world. After the revolution and the war, it reached a certain stability at near 4 Mb/day. But you see the effect of the economic sanctions: Iran's production was nearly halved and exports nearly zeroed. At the current prices of oil, it is a loss of revenue of tens of billions of dollars, not at all negligible for a GDP around 500 billion dollars.

The Iranian economy can survive the loss of revenues from oil: it is surviving it right now, although with difficulties. But, in a certain sense, the sanctions are not completely bad: they can be seen as a stimulus to move in a direction in which Iran has to move anyway. The national oil resources are not infinite and the gradual loss of demand worldwide is going to bring Iran to a point where it will have to cease to be an oil-based economy. These are the same challenges faced by all countries in the world: abandon oil and move to an economy based on renewable energy. It is a difficult challenge that won't probably be met without trauma and suffering, but it is not a choice. Willing or not, we all have to go in that direction.

One problem, here, is the evident lack of what we call "environmental awareness." Of course, university researchers and teachers in Iran are aware of climate change, but most people seem to think that it is just one more Western hoax concocted to force them into submission. Seeing the world from the Iranian side, I can't fault them for being oversuspicious. In recent times, Western governments have been doing their best to lose even the last shreds of credibility they had managed to maintain. And the results are easily detectable: I asked a group of about 30 students of the faculty of engineering of Tehran University what they thought of Greta Thunberg. It turned out that none of them had any idea of who she was.

Overall, though, I am not pessimistic about the future of Iran. Facing a difficult challenge, Iran has some advantages. One is that of being at the hub of the nascent Eurasian exchange zone. Another is to be a well-insolated country that makes it especially suitable for solar energy. In the end, I would agree with the idea proposed by Hamid Dabashi in "Iran, the Birth of a Nation" (2016) where he notes that Iran was a nation before it was a state. The Iranian nation is kept together by strong cultural traditions and linguistic ties. It has survived tremendous challenges in the recent past, it has a chance to survive the new ones that will come.

The Return of the Condottieri? How Military Drones are Changing the World


A US  carrier strike group. It costs about 30 billion dollars to build and it may cost around 2-3 billion dollars per year to operate. These values may be optimistic and there are 10 US strike groups in operation today. And, by now, all this hardware may be worth little more than its weight as scrap metal.


Sometimes, the sect I belong to, that of the catastrophists, tends to dismiss technological progress as a minor factor in the trajectory of the world system, mainly determined by climate change and resource depletion. It is a reasonable position: no matter how much money is thrown at welfare queens in white coat in the hope that they'll save the world, they don't seem to be able to do much more than producing overhyped press releases about some wonderful new technology that, one day, maybe, possibly, will solve some kind of problem. But only if they can get more money for further research.

So, technological progress is often little more than a trick to pay the salary of scientists. But it is also true that, sometimes, it does change the world. It is just that it doesn't work the way people expect it to. Technological progress is not a supermarket where you can find everything you want: you pay for it and you bring it home. It is more like fishing in the sea: most of the time you find little, but sometimes you stumble into the big marlin and suddenly you are not an unlucky old man anymore.


Technology changes the world in ways that are usually rapid and destructive, but never completely unexpected. Think of what happened to Blockbuster when they were facing the competition of Netflix. At Blockbuster, they couldn't have missed that their technology was obsolete but they refused to believe that the change could be so rapid. And they were wiped out of the market.

In military matters, this kind of rapid revolutions are even more common and, in this case, being "wiped out" may take a quite literal meaning. Recently, we saw a hint of the things to come with the attacks carried out against the Saudi oil facilities by a swarm of drones launched from Yemen. There are different interpretations of an event that may hide much more than what has been made public. But one thing is clear: drones turned out to be impressively effective in terms of the ratio of damage to cost. They suddenly made conventional planes and carriers obsolete.

It was expected. The rise of military robots was in plain sight for everybody, even though the traditional military organization tried to look the other way -- as it is typical for large organizations entrenched in their previous investments on old technologies. In this sense, the US Navy is not different from Blockbuster, just much bigger. So, a few years ago, in 2012, I wrote a short text for Jorgen Randers' book "2052" under the title of "The Future of War and the Rise of Robots." Of course, I was not the first to examine these matters but I think my text was original in trying to examine how lowering the cost of warfare could affect society. My prediction was that

"Future wars may be more frequent but probably also smaller in scale and less destructive. It is possible that robotic weapons will make the concept of a nation-state obsolete, to be replaced by structures akin to present-day corporations."

I am no prophet, but the first part of this paragraph describes very well what's happening. What's remarkable in the recent attacks against Saudi Arabia is that no human casualties are reported. It was hardware against hardware: machines destroying other machines. For the second part, outsourcing wars to private companies is not yet a clear trend, but it may be starting.

Rethinking to these matters today, I think we can, as usual, learn something from ancient history and modern drones may be starting a trajectory similar to that of firearms in Europe. Firearms have been around for several centuries, they appeared as early as in the 12th century. Initially, they were rather expensive tools that required specialists to operate. Nevertheless, firearms were more effective than the previous dominant technology, that of armored knights, who were wiped out of the battlefield.

During this initial phase, we saw the development of private military organizations, led by the "condottiere" (contractors) which integrated several different fighting methods but tended to be the most advanced in technological terms, especially in the use of firearms. In time, firearms became less and less expensive and could be used by an average conscript. At that point, winning a war became mainly a question of the number of soldiers fielded and nation-states were the only entities able to field and control large armies. So governments took over the war business and private contractors disappeared.

Are drones going through the same trajectory? It could be: for the time being, they are clearly making obsolete the modern equivalent of the old armored knights: the gigantic, expensive, and vulnerable carrier strike groups. But drones require specialized, technical knowledge and that may imply the rise of private companies controlling the drones, maybe selling their services to governments, warlords, religious group, or whoever can pay. That may result in a harsh blow on nation-states that might become as obsolete as medieval noblemen.

And then, what if killer drones become so cheap that everyone can afford them? It is a concept that goes under the name of "slaughterbots," minimalistic drones that have only one purpose: identifying a victim and killing him or her. Which is, after all, the same job that guns do (drones don't kill people, people kill people, using drones). So, will we see killer drones becoming as diffuse as guns among suburbanites in the US? Maybe an amendment to the US constitution involving the right to bear drones? Who knows? The only sure thing is that sometimes technology changes the world in ways that are unexpected to everyone.

"The Future of War and the Rise of Robots" by Ugo Bardi (2016 revised version)








It is an easy prediction that, forty years from now, human beings will have no place on the battlefield. They will be replaced largely by robotic weapons—a trend already in motion with the rising use of remote-controlled military drones or “UCAVs” (unmanned combat aerial vehicles). We can expect the term “unmanned weapon” to become as odd as the term “horseless carriage” is today. However, it is more difficult to predict how robotic weapons will affect warfare and the structure of society. Future wars may be more frequent but probably also smaller in scale and less destructive. It is possible that robotic weapons will make the concept of a nation-state obsolete, to be replaced by structures akin to present-day corporations. These developments will occur first in rich countries with low levels of corruption and high manpower costs. To examine the future of warfare, we can use the simulation methods used in The Limits to Growth study in 1972—methods that predict behavior within a given system and, specifically, that describe how the world’s economic system transforms natural resources into waste or pollution.

The military sector is part of the industrial system. Typically, during the past few centuries, the military sector has been drawing around 5%–10% of the GDP of most strong states, while in wartime this fraction may rise up to 30%–40% and even more. In wartime, military activities generate an enormous amount of pollution in the form of infrastructure destruction. With the development of more and more destructive weapons, and especially of nuclear ones, the cost of war in terms of pollution may reach values several times larger than the pollution arising from the GDP of any state. So, while the military sector is expected to follow the size of the global economy, wars may accelerate global decline because of the large amount of pollution they generate. A nuclear war might make the most pessimistic Limits to Growth scenarios unfold almost instantly. Unfortunately, starting a war costs much less than cleaning up afterward.
 
Robotization may negate these trends by reducing the pollution cost of war. Robotic weapons are inherently precision weapons. They can be controlled to reduce collateral damage and, hence, pollution. In this respect, twenty-first-century robots are enormously better than the iconic weapon of the twentieth century: the nuclear warhead. There are other potential advantages as well. Present-day command-and-control systems are based on models developed during the eighteenth and nineteenth centuries to convince human beings to perform activities that are not natural for them: obey orders, march under enemy fire, and stand still while shelled, to name a few. The methods that accomplish these results are called “drilling.” But drilling is not only a slow and expensive process; it is also very difficult to undo. So, once fighting has started, it is very hard to convince people to stop. Because of this inertia, wars often tend to continue all the way to the near-complete destruction of the weaker side. On the contrary, robots don’t need propaganda. They can be easily reprogrammed, and therefore the decision to engage or disengage in a conflict can be very quick. If wars can be easily stopped as soon as it is clear who is winning, the result can be a great reduction in damage and, hence, pollution.
 
Overall, wars will become less costly with the use of robots, but that doesn’t mean a reduction in their frequency. New major wars— even nuclear ones—cannot be excluded for the future. Future wars may become more frequent even in the face of a progressive decline of the world’s industrial system caused by resource depletion. We may see war becoming endemic, and dispersed in a large number of small conflicts. Also, the low cost of war may make the distinction between “peacetime” and “wartime” disappear. Future wars may often be classified as police actions against groups defined as “rogue.” These are, clearly, already ongoing trends.
 
We can expect, therefore, drastic changes in the way wars will be managed and conducted. National armies may be replaced by private contractors deemed more suitable for managing high-tech robotic weapons in the kind of small-scale conflict that may become common in the future. These contractors need not be limited to serve a specific national government and may well sell their services to the highest bidder, as is already happening. Nation-states, then, may also decline and perhaps disappear, as there will be no need for propaganda to convince people to sacrifice themselves in battle. In addition, nation-states have evolved specifically with the purpose of “defending the borders” when the main source of wealth was agriculture, and hence territory. In recent times, however, the focus of war has been more on the control of mineral resources, with several recent wars described, correctly, as oil wars. It may be possible that the structure considered best adapted to managing war and resources, in these conditions will be not the nation-state but something akin to modern corporations— more effective, perhaps, than states in employing high-tech military contractors for small-scale conflicts.
 
The reduction of the destructive power of war is an improvement on the present situation. When human fighters become hopelessly outmatched by robots, most humans will simply cease to be interesting targets, while robots will be used mainly to fight other robots. Certainly, that doesn’t mean that war will not involve human victims any longer; military and political leaders will remain at risk, and the decision of targeting civilian infrastructure might still be considered an option. Terrorism, that is, military actions purposefully aimed against civilians, may turn out to be an especially suitable task for drones, which might easily be programmed for the extermination of specific ethnic, religious, or political groups. On the other hand, the fact that the actions of robots are recorded and traceable could create a barrier over their indiscriminate use against civilians—a plus when considering the violence, torture, rape, and other typical excesses of human troops. So even if war may become more frequent, it need not become more violent. Indeed, the trend of avoiding as much as possible collateral damage to civilians is already ongoing. It is a positive development after the emphasis on carpet bombing in the twentieth century.
 
War is so deeply embedded in the global economic system that we can expect it to exist as long as there are natural resources to compete for. Robots won’t change that, as long as they are controlled and programmed by humans. In a more distant future, however, the battlefield experience is likely to give robots increased capabilities to act autonomously and a chance to become something much different from what the term “drone” implies. That doesn’t mean that robots would take over their human masters. But it does mean that humans would not be needed as fighters. How such a society could develop is impossible to say at present. The only certainty is that wars are among the most unpredictable of human activities and that the future is, as always, full of surprises.

The Second Babel Tower: Symphonic Music and the Collapse of the European Cultural Unity

This is a reflection on how the breakdown of the Medieval cultural unity in Europe resulted in many different effects, from witch hunts to classical music. It came to me from putting together various elements of various talks heard at the excellent meeting "Colloqui di Martina Franca" held in Apulia in May 2019. The study of the patterns of world conflicts leads to fascinating results, showing the statistical patterns that make wars a sort of natural phenomenon, beyond human control. But there is something in the data that defies statistical analysis. Look at this figure, showing fatalities normalized to the world's population: (data from Martelloni, Di Patti and Bardi, 2019)


Note how there seem to exist two sections in this graph: one is relatively quiet, from 1400 to ca. 1600, the other is stormy: a series of terrible wars starting with the 30-years war that remained the largest in history, in relative terms, until it was surpassed by the 2nd world war. And not only the age of wars started in the mid-17th century, it was also the start of a wave of violence against women: tens of thousands of them, typically poor and illiterate, were tortured and burned alive under the accusation of witchcraft. The data are strongly euro-centered, so there was some kind of a radical change in Europe around mid-1600s. But what was it? And why did it happen?

It is a long story that can be seen in many ways and that shows many facets. In this post, I thought I could focus on how the great transition of the mid 17th century was reflected in a specific area of European culture: music. When Europe lost Latin as a shared communication tool, it was a new Babel Tower: Europeans couldn't understand each other any longer except within the boundaries of their national states. Not surprisingly, people who don't understand each other tend to resort to war to sort out conflicts. But Europeans also tried to replace Latin with some non-verbal tools: one was music. It is a long story that needs to be told from the beginning.

Did you ever realize how strange is the existence of symphonic (or "classical") music? Purely instrumental music is very rare in history and in geographical regions other than Western Europe and its cultural offspring. In most cases, music is purely vocal and instruments are only an optional tool to accompany and enhance the human voice. Instrumental music is even considered sinful in itself by many Islamic scholars.

That's indeed the rule for what we know about the history of European Music. During the Middle Ages, the main genre was Gregorian music: purely vocal. Note how a Gregorian chant is focused on words: listeners are supposed to understand what's being said. Then, the Renaissance came and it was the age of polyphony where the harmony takes precedence -- it is beautiful, but words overlap and the sense of the text is soon lost.

The trend toward polyphony continued in the 1700s when instrumental music became more and more common. It became the norm during the 1800s with the golden age of classical music: Beethoven, Brahms, Schubert, and many others. Symphonic music continued to be popular well in the 1900s, think of George Gershwin's "Rhapsody in Blue" (1924). But, in time, it faded away. Today, orchestral symphonies are still written and performed, but they are not anymore a popular form of art. We seem to have gone back to a kind of music that focuses on voice and words: the rap. What generated this cycle? Mainly, it was the Babel of languages that Europe had become that pushed Europeans to try to develop new forms of communication. Music is a language, not the same kind of language that uses words, it is a tool used mainly to convey emotions rather than facts and data. It can be used to create social bonds or to intimidate an adversary (in the latter case, it is termed AVID - audio-visual intimidating display).

Actually, as argued by Joseph Jordania, music may be the origin of language and polyphonic music is much older than the monophonic kind we are used to, nowadays. Gradually, with the development of word-based languages, monophonic music became prevalent. But, in some peculiar conditions, when the word-based communication breaks down, the Babel Tower effect takes place: to understand each other we must revert to different tools. Polyphonic music, classical symphonies, the haka, they are all forms of emotion-based forms of communication. They are not necessarily inferior to the word-based kind, they bypass words to reach directly the heart of people. And there is no doubt that the haka was conceived as a way to reduce violence as much as possible. But music can't convey the same richness of meaning that words can provide.

So, Beethoven's third symphony is commonly termed the "Heroic." It is hard to pin down what exactly that means, but most people would agree that there is something heroic in that music. There is no Moon in Beethoven's "moonlight sonata" but somehow the music seems to evoke the moonlight. And Beethoven's fifth symphony is the one perhaps closest to the Maori's haka, even though there is much more in Beethoven's fifth than pure intimidation (that's true also for the haka, which is a sophisticated art form in itself -- not polyphonic, though! H/t Elena Piani) (*).

The evolution of Western European culture makes a lot of sense on the basis of these considerations. The Middle Ages were a period of cultural unity in Western Europe. Latin was gradually lost with the Renaissance and this generated new forms of music-based communication. In time, these forms were made unnecessary by the triumph of English as worldwide lingua franca. It may be the reason for the relative lull in the frequency and the intensity of wars during the past 50 years or so, as noted by Steven Pinker in his "The Better Angels of Our Nature:" (2011). It is also the reason for the age of the Rap, in which we are living.

Today, the evolution continues. Maybe English itself will be made obsolete by tools such as Google translate. Maybe we'll use only emojis :-). Maybe we'll develop new methods of communication which, today, we can't even imagine. But there remains a basic fascination in singing together, especially for polyphonic music. It is an art that has been mostly abandoned, today, except in some special religious contexts. But it won't die so easily and if you ever had a chance to sing in a polyphonic choir you understand what I mean. It is music that bypasses your brain to touch your heart. This post was generated by a meeting in Martina Franca that I attended last week. I heard first a talk by the AI scientist Giovanni Semeraro. It made me think of how words are the fundamental unit of communication in languages, but also made me wonder if it were possible to communicate without words. Then, it was the turn of Boian Videnoff's talk on complexity in music and - bang! - a hit of serendipity. European wars, symphonic music, polyphonic music, and Gregorian chants, everything clicked together -- there was a meaning in the gradual evolution of different musical genres! A final point: why did Europe lose Latin? I think there are reasons, but that's a discussion for another post. 


Upon rethinking the matter over, I think the haka IS polyphonic. It is an integrated mix of words, gestures, facial expressions, and dance. A stunningly sophisticated art form.

What are the chances of a war that would exterminate most of humankind? It could be more likely than you think



Recently, together with my coworkers, I have been engaged in a statistical analysis of war over the past 600 years. The results were sobering: war, it seems, is a statistical phenomenon similar to earthquakes and forest fires. It strikes according to well defined statistical patterns and there is very little that can be done to avoid it. Aaron Clauset is another scientist who has been working on the same subject and, in a sobering analysis of his, he calculates the probablities of future wars. According to his calculations, a war as large as the Second World War has more than 40% chances to occur within 100 years from now. Then, a war causing more than billion battle deaths, that is exterminating most of humankind, has a probability of 5% to occur in less than 4 centuries from now. That doesn't mean we can relax for 4 centuries, not at all. It means we can expect it at any moment in the future.

.... a stationary model may be used to estimate the likelihood of a very large war occurring over 100 years, one like the Second World War, which produced x* = 16,634,907 battle deaths. Using the ensemble of semiparametric models for the sizes of wars and assuming a new war onset every 1.91 years on average (43), the probability of observing at least one war with x* or more deaths is p* = 0.43 ± 0.01 (Monte Carlo), and the expected number of these events over the next 100 years is 0.62 ± 0.01. Hence, under stationarity, the likelihood of a very large war over the next 100 years is not particularly small.

Under an even stronger assumption of stationarity, the model can estimate the waiting time for a war of truly spectacular size, such as one with x = 1,000,000,000 (one billion) battle deaths. A conflict this large would be globally catastrophic and would likely mark the end of modern civilization. It is also not outside the realm of possibility, if current nuclear weapons were used widely.

Using the ensemble of semiparametric models of war sizes and a longer Monte Carlo simulation, the model estimates that the median forecasted waiting time for such an event is 1339 years. Reflecting the large fluctuations that are natural under the empirical war size distribution, the distribution of waiting times for such a catastrophic event is enormously variable, with the 5 to 95% quantiles ranging from 383 to 11,489 years. A median delay of roughly 1300 years does not seem like a long time to wait for an event this enormous in magnitude, and humans have been waging war on each other, in one way or another, for substantially longer than that.

Coal, wars, and beautiful women: why in Italy we speak Italian and not French

In the study of history, it is fashionable to use quantitative data as much as possible. We speak of financial and economic factors, of the competition for natural resources, of population unbalances, of the effects of climate, and more. And, yet, sometimes history goes on according to the whim of one or another ruler making colossal mistakes; from Napoleon to Saddam Hussein. In that case, human factors become predominant and only in some cases we can have a glimpse of what may have passed in the mind of the people at the top. One such case may have been that of countess Virginia Oldoini, femme fatale of the 19th century, mistress of the French Emperor Napoleon III, and, perhaps, the origin of the Italian unification of 1860. Beautiful woman, indeed, and hard to describe using system dynamics models!

Let's go back to the early 19th century. At that time, the industrial revolution was in full swing; fueled by the coal mines of Northern Europe, mainly in England, France, and Germany. This revolution had created an economic unbalance, making the Northern countries much richer and more powerful than the Southern ones. It was not just a question of having or not having coal. It was a question of transporting it. Coal is heavy and bulky and, at that time, the only practical way to carry it over long distances was by the sea. Sailing ships could take coal everywhere in the world but, when it was a question of taking it inland, waterways were needed. No waterways, no coal. No coal, no industrial revolution. That was the reason of the unbalance: the Southern European countries, just as the North-African ones, could have no waterways because of the lack of water. Hence, they could not industrialize and they remained economically and militarily weak.

Here is the situation as it was in 1848.


At this date, the only Mediterranean regions that had waterways and could industrialize were France and Northern Italy, and Piedmont in particular. Of the two, France was by far the most powerful and, already in 1848, you can see how France had occupied Algeria, snatching it away from the weak Ottoman Empire. The rest of the North-African region was ripe for the taking and even the Kingdom of Naples, in Southern Italy, was militarily and industrially weak; an easy prey for any industrialized country. So, what could have stopped the French from turning the whole Mediterranean sea into a French lake? That had been, apparently, Napoleon's idea when he had invaded Egypt, in 1798. It had not worked out at that time, but it had been a good strategic intuition that later French governments could have carried out.

Now, put yourself in the shoes of the British. In the great strategic game of the 19th century, they had sighted Egypt, that they would occupy in 1882, but there was little or nothing that they could do to stop France from occupying the whole Northern African shore, all the way to Egypt and perhaps farther than that. Nothing direct, that is, but what if they could create a strategic counterweight to balance the French power? And what could that counterweight be? Italy, of course, if it could be unified and transformed into a single country, out of the plethora of statelets it was at that time.

So, in mid 19th century, the strategic pieces of the Mediterranean game were all in their places, as if on a giant chessboard. The British objective was shared by Piedmont: unify Italy as soon as possible and stop France from further expansion. On the other side of the chessboard; France's objective was also clear: avoid at all costs the unification of Italy and take as much as possible of North Africa, as soon as possible.

Clear; perfectly clear. And easy for France. They had almost nothing to do; just keep Piedmont in check; which they could do easily. It is true that Piedmont was a small industrial powerhouse for its times, but it was no match for the much larger and much more powerful neighboring France. But the French president and emperor of that time, Louis Napoleon, or "Napoleon III" did exactly the opposite, even engaging the French army in support of the expansion of Piedmont in Northern Italy in a series of bloody battles against the Austrians, in 1859. Not that France helped Piedmont for nothing, of course. In exchange, the French obtained a slice of land on the Western side of the Alps, formerly part of Piedmont. It was a territorial gain but, in strategical terms, it was nothing in comparison to what France was losing.

One year later, Piedmont, with the support of the British, sent an army led by Giuseppe Garibaldi to invade the Southern Kingdom of Naples. The Neapolitans put up a spirited resistance, but, alone, they couldn't cope and Napoleon III did nothing to help them. With the collapse of the Southern Kingdom, the complete unification of Italy became unavoidable, despite a last-ditch attempt by Napoleon III in 1867, when he sent troops to Italy to stop Garibaldi from taking Rome.

So, Italy was. And it still is. The curious thing is that it had not to be. Had Napoleon III stopped Garibaldi in 1860 in the same way as he did in 1867, probably we would still have a kingdom of Naples and the country that today we call "Italy", would be mainly a French protectorate. And, most likely, French would be the dominant language in most of the country.

Instead, France had lost a historical occasion to become the dominant Mediterranean power. Later on, the Franch still managed to carve out some more pieces of North Africa, occupying Tunisia in 1881 and Morocco in 1904, but all further advances in the Mediterranean region were stopped when, in 1911, Italy claimed what Italians saw as their rightful slice of the declining Ottoman Empire: the region that we call Libya today.

So, how was it that Napoleon III made such a colossal strategic mistake? In a way, we can say that it is rather normal: Rulers of states are often awfully incompetent at their job (just think of our George W. Bush). But, for Napoleon III, there may have been a reason that goes beyond simple incompetence.

The French have invented the phrase "Cherchez la femme" ("look for the woman") as an explanation for many otherwise inexplicable events. And, in the story of the unification of Italy, there is a woman involved: Virginia Oldoini, Countess of Castiglione. She was the cousin of Count Cavour, prime minister of Piedmont at that time, and she was sent to Paris by him, it seems, with the specific idea of influencing Napoleon III. She was a faithful Italian patriot and she understood very well what was to be her role as mistress of the French president and emperor. She was to convince him to do something that the French should never have allowed: help Piedmont to invade and conquer the rest of the Italian peninsula. According to what we can often read in history books, she fulfilled her role and, from the portraits and the photographs we have of her, maybe we can also understand how.

Of course, we can legitimately think that this story is just a legend. But could it be that Virginia Oldoini really convinced Luis Napoleon to do what he did? In this case, the Countess should be considered as one of the most influential women in modern history. But we will never be able to know: by now, she is on the other side of the mirror, perhaps watching us from there and laughing at us.
