The West Fades. The Center Quietly Returns: The New Silk Road

In the photo, you can see people from Oman (3), Iran (3), South Africa (1), India (1), and Bangladesh (1). It was not only a multi-ethnical group but also a Eurasia-centered one. It gave me some impression of the shifting balance of power in the world, from the West to the Center, and inspired this post. 



If you think about that, it is funny that we tend to define ourselves as "Westerners." Most civilizations and cultures in history have tended to see themselves as the center of the world, just think of China: it is supposed to be "the Middle Kingdom". This idea that we are on an edge is something that we've probably inherited from the ancient Greeks, when everything west of them was seen as a land of mystery, peopled with savages, monsters, and Gods. 

But the fact that we call ourselves Westerners doesn't mean we think we are a periphery of the world, not at all. Most Westerners seem to cherish the idea that we are the real center, the most advanced, enlightened, and powerful area of the world. The rest of is, well, it is mostly inhabited by turban-wearing barbarians, savage tribes, or, at best, ancient and decadent empires on their way to dissolution. These Non-Westerners need our guidance if they have to attain the nirvana as defined here: democracy and economic liberism.

But the world is vast and things change. Empires are born, reach their pinnacle of greatness and then collapse while still claiming that they will last forever. That may be the destiny of that great world empire, the "Western Empire," that started with the British and continues with the Americans. The center of the world may well be returning to what it used to be up to a few centuries ago, gravitating around that "geographical center" sometimes said to be in Egypt, sometimes in Turkey, sometimes in Syria. It doesn't matter where it is exactly: it is at the heart of the gigantic landmass of Eurasia, somewhere in the region we call the "Middle East."

Chess players know how important it is to dominate the center if they want to dominate the game. Not for nothing, indeed, the game of Chess was developed not far from the center of the world: somewhere in Persia. But to dominate the center, you need to be able to move in and out of it and in the real world that takes roads. In ancient times, the center of Eurasia was crossed by the Silk Road: a long and winding road that went through mountains and deserts, including also coastal sea lanes. It was the realm of commercial caravans with their camels slowly marching from one edge to the other of a Eurasian supercontinent and to Africa as well, carrying gold, silver, ivory, spices, silk, and much more.

The Silk Road lost importance and then disappeared with the arrival of the Westerners who monopolized commerce with their ships and power with their armies. The concept of national borders had never existed before but it was the death toll for the old caravans, now confined within states. Commerce was taken over by Westerners with their container ships, crossing the oceans in a gigantic network that created the empire we call sometimes "Globalization." Not just a commercial empire but a military one as well, dominated by the mighty armies of the West.

Empires are run by a combination of commerce and military power and it is the balance of costs and profits that keeps them together. The old Silk Road never turned into a continental empire because it was just too expensive to move armies along it on long distances. But the agile camel caravans provided the link that was needed for the road to remain open: a low-cost system that didn't need a military governance system and couldn't afford it anyway, Instead, the modern sea lanes of the current World Empire are kept together and controlled by the mighty carrier strike groups of the American Navy: nothing and nobody would even dream of challenging their power, so far. But the carrier group is a behemot that needs to be fed, and for how long will that be possible?

Things keep changing, as they have always been doing. The old Silk Road is being revamped with the name of the "Belt and Road" initiative. It is the revenge of the land over the sea: the lanes of the new silk road are nearly invulnerable to the naval power of the Westerners if nothing else just for the sheer vastity of the territory it connects. Think about that: the population of Eurasia and Africa, together, make almost 6 billion people. The rest of the world is a periphery. 

So, the Western domination may be fading and much of what we are reading in the news nowadays is a reflection of this decline. With the depletion of the resources that created the Western Empire, first coal, then oil, the center is returning where it used to be and the great road that links Eastern and Western Eurasia is going to be again the pulsating artery of the world. Maybe Eurasia will be crisscrossed by fast trains powered by solar energy, or maybe the old camels will return: solid, resilient, unstoppable.

And the Westerners? They will return to their ancient role of seafaring pirates: coming and going like storms, leaving little trace. Curiously, though, they'll be leaving a reverberation of their presence with the English language, initially carried into Eurasia by the American Legions, now the tool of choice by Eurasians to understand each other.

Perhaps English is the true reason for the use of the term "The West" since it did originate on the extreme Western edge of Eurasia. But that's just a quirk of history: once, at least four languages were spoken along the old silk road: Mongolian, Persian, Arabic, and Turkish, while Chinese and Greek were spoken at the two ends. English as the dominant language may make things simpler and continue being used during the 21st century, and even farther in the future. Or we may switch to some other language: perhaps "googlish" or some other pidgin language. Who knows? As always, life is a journey, not a destination.

When Jerusalem was in Tuscany. The Last Gasps of a Dying Empire

Did you know that in Italy there is a place called "Jerusalem in Tuscany?" In the monastery of "San Vivaldo," you can find a 16th-century sanctuary structured in such a way to make pilgrims go through an experience similar to that they would have by visiting the real Jerusalem. The sanctuary is still very much the same as it was when it was built, half a millennium ago.



The key feature of all empires is their centralized control over different social and economic subregions. Control is normally obtained by a combination of metal currency and military means, but that's not strictly necessary. Our modern Global Empire does not disdain the use of lethal force, but it is kept together largely by the soft communication techniques we call "propaganda" or, more recently, "consensus building." Some ancient empires were also based on communication techniques, in particular the Catholic Church which dominated Western Europe for about one millennium using its monopoly on Latin as regional 'lingua franca'. Here, I am examining the traces left by the last attempt of the Church to maintain its dominance by developing a completely new, image-based, communication system. It didn't work, but it was impressively modern and it compares well with our present icon-based communication systems. It may tell us something about where we are going in terms of the control of those large social organizations we call "states."



Imagine yourself in Europe during the late Middle Ages -- it was a different world for many reasons but one would perhaps be the most striking: language. Today, Europe is organized in terms of sharp borders of linguistic areas that usually correspond to national states. Inside the borders, there is one -- and only one -- "correct" language while dialects or minority languages are at best tolerated and often despised. But, in the world of the Middle Ages, languages varied smoothly as you moved from one village to another and, after a few hundred kilometers, people could barely understand each other. And, of course, there were fuzzy boundaries for the main language areas: the Latin, the Germanic, the Celtic, the Greek, the Slavic, and other minor ones. Europe was truly a Babel.

But there was a lingua franca that connected the various areas of Europe: Latin, an inheritance of the dead Roman Empire. The Romans had created a nearly homogeneous Latin-speaking language area that included most of Western Europe and of North Africa, while the rest of the Empire spoke Greek. That language unity had been lost with the fading of the empire, disappearing when its dominance tool, gold-based currency, had disappeared with the depletion of its gold mines.

But the loss had been only partial. In Western Europe, Latin was still thriving and, in a certain sense, the Empire was still alive. A new organization had taken the place of the Roman Empire, the Church, which proclaimed itself "Catholic" ("universal" from καθολικός) and used many of the same tools: its structure was patterned on the Imperial one, with the Pope in Rome playing the role of the Emperor, the overseers (bishops) playing the role of the Roman governors, and with Latin remaining the universal language, at least for Western Europe.

The difference was that the Church couldn't use military force to maintain its dominance: legionnaires had to be paid and that required hard currency which had disappeared in the metal-poor Europe of Middle Ages. So, the Church was a "soft" empire which never directly ruled Europe. It operated mainly influencing Feudal Rulers who needed overseers, interpreters, counselors, accountants, and the like. Latin was a fundamental tool for the role of the Church: a monk from Ireland would speak Gaelic with the other monks of his monastery, but he could speak in Latin with a visiting priest from Italy. And both could advise their local kings when it was the time for negotiations with some foreign warlord. All over Western Europe, a Church-based Latinized area had developed and it was the main cultural feature of Europe of the time.

But things always change and, sometimes, change fast. Europe's population kept growing during the Middle Ages, not smoothly but in a series of collapses and rebounds. By the mid 14th century, the "black death" had killed some 30 million Europeans, about one-third of the population of the time. Half a century later, Europe had recovered and the population was skyrocketing upward. It was the time of the great explorations, of the discovery of new lands, and of the return of abundant currency with gold coming from the Americas. The new wealth was creating new political structures: states much more powerful than the ragtag feudal kingdoms that had dominated Europe in earlier times.

With the economic changes, there came cultural changes. More people could afford to learn how to read and write and the monopoly of the Church on cultural matters was being threatened. Already during the early 14th century, Dante Alighieri wrote his "Comedy" not in Latin, the language of the intellectuals, but in Vernacular Italian: a language that the people of Florence could understand. But it was with the invention of the printing press by Gutenberg, in the mid 15th century, that things really took a different path. As long as a book had to be laboriously copied by hand by a scribe, it was an expensive tool for a class of specialists and it made no sense to write it in a language that wasn't Latin. The printing press made books affordable by people who were not part of the Church's clergy.

Revolutions always bring unexpected changes: the 15th-century European bourgeoisie who could afford printed books were not professional clergymen and few of them had studied Latin. Suddenly, a new market appeared: that of books printed in vernacular languages. Already in the late 15th century, Bibles in German were being printed and you know how Martin Luther published a German version of the Bible in 1522. That was, possibly, his most revolutionary act. With Bibles in their language, people didn't need anymore a priest to interpret the holy scriptures for them. The Latin-based Catholic Empire had suddenly become obsolete.

Of course, the Catholic Church didn't just sit and watch as it was being pushed into the waste bin of history. You know about the counter-reformation movement, the Council of Trento (1545- 1563), and the thirty-years war, up to recent times the bloodiest confrontation recorded in human history. With the counter-reformation, the Church reaffirmed the primacy of Latin as the language of choice, truly the sacred language of Europe.

But that couldn't work. Latin could be a lingua franca, a tool for understanding each other, but it was hardly a sacred language. Moslems could claim that God had spoken in Arabic to the Prophet Muhammad. But never in the Christian scriptures you could read that God had spoken in Latin to anyone, He had spoken in Hebrew or, at most, in Aramaic. And the Christian prophets of the New Testament had used Greek. Latin could provide translations, but it wasn't the real thing.

So, the Catholic Church was fighting an impossible battle. It must be said that it put up a spirited resistance and that, during the 18th century, there was an attempt to revive Latin as a cultured language, for instance, Isaac Newton wrote his "Principia" in Latin in 1687. But it was a brief revival, the tumultuous growth of national states in Europe destroyed all attempts to keep Latin as a universal language. By the late 19th century, Europe was what it is today: an ensemble of nation-states whose behavior could be likened to that of a group of drunken psychopaths at a party, each one armed to the teeth and ready to start shooting at the others at the slightest hint of provocation. Engaged in their local quarrels, the European States managed to destroy themselves in a series of internecine wars and the result was the expansion of the American Empire and the dominance of English as the world's lingua franca during the second half of the 20th century. At that point, Latin had become a language as dead as ancient Sumerian.

During the transition from Latin to English, for the Catholic Church it was impossible to maintain the fiction of universality. During the Great War, Catholic Priests were blessing the Austrian and the Italian soldiers on the opposite sides of the frontline and encouraging them to kill each other in the name of the same God. That made no sense, obviously, and the Church eventually admitted defeat with the Second Vatican Council, (1962-1965), when permissions were granted to celebrate the Mass in vernacular languages. With the demise of Latin, priests from different regions of the world were now speaking to each other in English. It was the end of an age: the Catholic Church was not universal anymore.  Even though theoretically still a structure dominated by the Roman Papacy, it was to become what it is now: a loose network of national churches, not unlike the Protestant Churches it had been battling against so strongly. The Catholic cycle of domination over Western European history had lasted more than a millennium -- now it was over.

But let's go back to the 16th century, when the battle lines were just starting to be drawn. The Catholic Church didn't just resist change, it tried to fight back. It did so by using the weapons it had, in particular, its rich and varied tradition of iconography, from frescoes to nativity scenes. There was a reason for this tradition: the Church had been using a language - Latin - that was completely alien to many of its followers, so it had used images as a way to make the message more easily understandable. Christianity had moved along a path different than that of Islam, which had instead capitalized on the capability of the Ummah of understanding, at least in part, Classical Arabic, the language of the Holy Quran. So, when the Latin-based claims to universality were threatened, the Church reacted with a bold move: trying to develop a new universal language. It was to be a purely iconographic one. 

This is what the sanctuary of San Vivaldo was: an original attempt to develop a new language, one that would bypass the Protestant target of the literate elites to speak directly to the illiterate masses (as we would call them today). The images of the sanctuary show strictly no text -- they are purely visual icons, based on color, movement, postures, expressions. They are very simple and direct, similar to our modern comic strips.


We can imagine that the visitors of the various chapels were accompanied by guides explaining to them what they were seeing in their vernacular language -- these guides would play the role of the "text balloons" in our modern comics. And the full-immersion experience would have been remarkable in a world that had none of the modern graphical tricks: movies and newspapers. 

Did it work as planned? For us, some five centuries after that San Vivaldo was created, it is difficult to judge. There are many "Holy Mountains" in Europe which attempt to provide the same kind of emotional experience that San Vivaldo does, all based on simple and high-impact dioramas. At least one more "Italian Jerusalem" exists in Val Sesia, the Holy Mount of Varallo, also based on dramatic and colored 3D images, as you see below.


Over time, with the development of the popular press and of TV, these sanctuaries lost importance and became obsolete. They were forgotten, although many of them still exist, scattered all over Europe. But the basic idea remains that of providing a non-text communication that bypasses the need for translation. Isn't it exactly what we are doing with the icon-based signs that you can find almost everywhere, today? 

Then, the development of machine translation may soon make universal languages obsolete. It is not a perfect technology, but today it is already good enough to turn the world from a Babel tower to a sort of gigantic train station. The new communication technologies may succeed in making writing and speech fully user-transparent: the interface will transform our input in whatever vernacular we happen to speak into a different vernacular understood by the person on the other side of the system. Is this the ultimate Esperanto? And what effect will it have on the seemingly all-powerful nation-states of today, so fond of warring and of killing people? 

Impossible to say, but, as usual, we are running into the future without ever wondering if we really want to go there.

Could Donald Trump be the Last World Emperor? States and Empires After the End of the Fossil Age



Empires are short-lived structures created and kept together by the availability of mineral resources, fossil fuels in our times. They tend to decline and fall with the decline of the resources that created them, and that's the destiny of the current World Empire: the American one. Will new empires be possible with the gradual disappearance of the abundant mineral resources of the past? Maybe not, and Donald Trump could be the last world emperor in history.


A warlord named Sargon of Akkad was perhaps the first man in history to rule a true empire, around mid 2nd millennium BC in Mesopotamia. Before him, humans had been warring against each other for millennia, but the largest social structures they had developed were no larger than city-states. Gradually, new forms of social aggregation emerged: kingdoms and empires, structures kept together by a central government that, normally, involves a larger than life male figure, emperor or king, who runs the state machine using a combination of force, prestige, and gifts.

Sargon's Empire went through the normal destiny of the empires that came after it: glory and plunder at the beginning, then struggle, destruction and, finally, collapse. The rise and fall of empires looks like a chemical reaction, flaring and then subsidizing, as a reaction running out of reactants -- then restarting when new reactants have accumulated. For empires, the reactants might have been mineral resources -- it may well be that Sargon's empire was the result of silver having become a standard medium of exchange in Mesopotamia. With silver, Sargon could pay his soldiers. With his soldiers, he could rob more silver. And, with more silver, he could pay even more soldiers -- and there you go: the road for glory and murder is open.

The Romans built up their stupendous empire using the gold and the silver of their mines in Spain. When the mines were exhausted, so was the Roman Empire, but it left such a deep impression that for more than a millennium people tried to rebuild it. Charlemagne built his Holy Roman Empire during the 9th century AD by means of newly discovered silver mines in Eastern Europe. Later on, during the 16th century, Charles V rekindled Charlemagne's idea with his empire on which the sun never sets, built on the gold coming from the Americas. But these empires, too, went through a cycle of growth and decline, in parallel with that of the resources which had created them.

The 20th century was the age of fossil empires. The British used coal to create the biggest and the most powerful empire ever built -- it faded away with the gradual decline of its coal production. Another ancient empire, Austria-Hungary, the last remnant of the concept of a European Empire, went to pieces during WWI, the only European state which didn't survive it. The attempt of Italy to re-create the Roman Empire in 1936 with the conquest of Ethiopia had the only effect of generating the shortest-lived empire in the history of the world, just five years. At least, the short saga of the Italian Empire could demonstrate that no empire can exist for long without abundant mineral resources available. With the end of WWII, only two large empires remained: the Soviet and the American one. Both were based on fossil fuels and, in particular, on the abundant crude oil they could produce. For a while, the Soviet Empire challenged the worldwide supremacy of the American Empire - but it had to give up and fold over when its oil resources became too expensive to extract and it was impossible to use them to fuel its military apparatus.

Today, the sole heir of some four and a half millennia of empire building is the American Empire, a stupendous structure that dominates the world's oceans and a large part of the world's land. But, as for older empires, the American one will last only as long as will be able to produce the resources that created it: fossil fuels. And the end can't be too far away: conventional oil production has been declining for decades in the US territory, while the production from shales can only postpone the unavoidable. It may well be that the mighty American Empire will soon follow the path of its predecessors. If this is the case, the collapse will be fast and brutal, the kind of collapse that we call sometimes "Seneca Cliff."

The whole political debate in the US reflects this situation. The Dems (or the Left) have come to embrace the Imperialist viewpoint, pursuing an aggressive foreign policy. The Reps (or the Right) are no enemies of the Empire, but many of them favor retrenching within the US national borders. There is a certain logic in these positions: the political base of the Dems is in the impoverished remnants of the middle class and, for them, the only hope of survival is the economic expansion that could come from plundering foreign countries. The Reps, instead, represent the elites and, for them, the easiest way of maintaining their dominance is to plunder the American middle class.

Donald Trump represents well the view of the elites. He seems to understand (or, at least, to sense) in which direction the wind is blowing and what he is doing, apart from the exaggerated boasting, is to try to turn the parasitic imperial economy of the United States into a self-standing national economy. Not an easy task and Trump may well fail in what he is trying to do. But history never fails: empires have always gone through a cycle of growth and collapse, it is just a question of time.

So, the American Empire is destined to go, but what will come after the fall? Most likely, we'll see a situation resembling that of the fall of the Roman Empire, when there were no resources to build another large empire and Europe moved back into an age of independent cities and statelets. Nowadays, many people seem to think that the disappearance of fossil fuels would bring a return of the Middle Ages. It might happen: large organizations need a lot of energy to run and, in addition, our civilization will be badly hit by global warming. The result may be the fragmentation of the current political entities, returning to nation-states or even back to city-states. There will not be another World Empire and Donald Trump could be, if not the last emperor, the last who ruled an empire as large as the current American one.

The return to Middle Ages could be avoided, at least in part, if humankind were to invest some of the remaining resources into building an energy infrastructure based on renewable energy, but, right now, it seems that these resources will be squandered in a new series of resource wars. And so it goes, it is the great cycle of history that moves onward. Humans struggle, fight, and quarrel, but the best efforts of mice and men come to naught when they try to keep things as they are and they have been. The only unchanging thing in history is that things always change.

The Queen and the Philosopher: War, Money, and Metals in Roman Britain


 
  We know very little about Queen Boudica of the Iceni (20 AD (?) - 61 AD) and most of what we know is probably deformed by Roman propaganda. But we may still be able to put together the main elements of her story and how it was that she almost threw the mighty Roman Legions out of Britain. You probably know the story of Queen Boudica. Tall, strong, and terrible, she was the embodiment of the fierce warrioress who fought - bravely but unsuccessfully - to defend her people from the oppression of an evil empire, that the Romans. It all happened during the reign of Emperor Nero, 1st century AD. 
 
The passage of time has turned these events into legends, deformed by the lens of propaganda. But maybe we can still discern the reasons for Boudica's rebellion and learn something relevant for our times. As it often happens in history, to understand why something happens, you only need to follow the money.  In this particular case, it is curious that the money that triggered the war may have been provided by no one else than Lucius Annaeus Seneca, yes, the Stoic philosopher. But it is a story that needs to be told from the beginning.

First of all, why were the Romans in Britain at the time of Queen Boudica? Simple: because of the British mineral resources. Britain had a long story of mining that went back to the Bronze Age and to even earlier times. The British mines could provide copper, tin, iron, lead, and even precious metals: gold and silver. These were all vital resources for the Roman Empire which used precious metals for coinage and all sort of metals for its various technologies.

The Romans already set foot in Britain at the time of Julius Caesar, in 55 BC. They set up a full-fledged invasion only in AD 43 under Emperor Claudius. But even before invading, according to  Strabo's Geography, there was a brisk commercial network that connected Rome to Britain. The Britons exported metals and imported luxury goods of all sorts, silk, olive oil, food, slaves, and more.

It was all part of the way the Romans managed their empire. Their expansion was not simply a question of a blitzkrieg war machine. Invading a foreign kingdom was preceded by a long period of cultural and commercial assimilation and it was attempted only when it could provide a financial return. That required a certain degree of economic development of the regions being assimilated. It didn't work with the Germans, who had no mines and only a relatively primitive economy. And they were also a tough military force, able to defeat even the mighty Roman war machine - they did that at Teutoburg, in 9 AD. So, the Romans shifted their attention to the wealthier and metal-rich Britain. It worked: the invasion of 43 AD was relatively easy in military terms. Afterward, the mines increased their production by means of Roman technology, commerce boomed, new Roman settlements were built, and Britain started being romanized.

But something went badly wrong in 60 AD, when the Romans suddenly faced a major rebellion of the Iceni people living in Eastern England, led by their redoubtable queen, Boudica. At the end of this post, you can read the details of the story as we know it, told by Jason Porath in a light-hearted style. Summarizing, when Boudica's husband, King Prasotagus, died, the Romans intervened, seized his lands, had his widow flogged, and his daughters raped. The queen was not amused and the rebellion started with all the associated atrocities. Eventually, the Romans managed to get the upper hand and Boudica killed herself.

But what made the Romans behave in a way that was nearly sure to spark a rebellion? Maybe it was just their lust for power, but there is a detail told by Dio Cassius (vol VIII, Cassius Dio, Roman History, 62.2) that can help us understand what happened. Cassius says that Seneca (yes, he was a philosopher, but also a rich man) had lent to the Iceni a large sum of money and that the Iceni were unable to return it. That suggests that the key to the story was money.

According to Dio Cassius, we are talking of 40 million sesterces. What kind of money is that? It is not so easy for us to visualize this sum, but we know that in those times a Roman legionary was paid nine hundred sestertii per annum. So, 40 million sesterces could pay some 50 thousand troops for a year - a large military force for the time. From this and other data, we could say - very roughly - that the value of a sesterce was of the order of 50 dollars. So, 40 million sesterces could be compared to some two billion dollars today. Clearly, we are discussing of a large sum for a small economy such as that of the Iceni tribe had to be.

We don't know what King Prasotagus had in mind to do with that money, but we know that something went wrong. Dio Cassius faults Seneca himself for having precipitated the rebellion by insisting to have his money back. That Seneca did that out of personal greed seems to be unlikely, as discussed by Grimal. Cassius was writing more than a century after the events and he may have wanted to cast Seneca in a bad light for ideological reasons. But that's just a detail,  what matters is that the Iceni (or, better said, the Iceni elite) defaulted on a large debt they had with the Romans.

In ancient times, defaulting on one's debt was a serious crime, so much that the early Roman laws punished it by having the debtor drawn and quartered. In Imperial times, there were considerably more lenient laws - but these laws very valid only for Roman citizens and Boudica was not one. In this light, flogging doesn't sound like an exaggerated punishment for defaulting on a large debt (2 billion dollars!). Even the rape of her daughters was not something unusual as a punishment for non-Roman citizens in those times. In any case, it is likely that the Romans didn't do what they did because they enjoyed torturing and raping women -- they used the default as an excuse to seize the Iceni kingdom. We can't even exclude that the loan was engineered from the beginning with the idea of annexing the kingdom to the Roman Empire.

Be it as it may, at this point, the Iceni elite had little choice: either lose everything or rebel against the largest military power of their time. Neither looked like a good choice, but they chose the one that turned out to be truly disastrous.

All that happened afterward was already written in the book of destiny - the archeological records tell us of cities burned to the ground, confirming the reports of initial Iceni victories told to us by Roman historians. Standard propaganda techniques probably caused the Romans to exaggerate the atrocities performed by the Iceni, just as the number of their fighters in order to highlight their own military prowess. Even Boudica herself was portrayed as a larger-than-life warrioress, but we can't even be completely sure that she actually existed. In any case, the revolt was bound to fail, and it did. In a few centuries, Boudica was forgotten by her own people: we have no mentions of her in the records from Celtic Britain. The Roman Empire faded, but the Roman influence on British customs and language remains visible to this day (and the ghost of the old queen may be pleased by the Brexit!).

What's most interesting in this story is the light it sheds on the inner workings of Empires. We tend to think that Empires exist because of their mighty armies - which is true, in part - but armies are not everything and in any case, the soldiers must be paid. Empires exist because they can control money, (or capital if you prefer). That's the real tool that builds empires: No money - no empire! 

And that takes us to the current empire, the one we call the "American Empire" or "the "Western Empire." It does have mighty armies but, really, the grip it has on the world is all based on money. Without the mighty dollar, it is hard to think that the large military and commercial network we call "globalization" could exist.

So, can we think of a modern equivalent of the Iceni rebellion? Surely we can: think of the end of the Soviet Union. It was brought down in 1991 not by military means but by financial ones. The debt the Soviet Union had with the West is estimated at US$ 70 billion, in relative terms probably not far from the 40 million sesterces the Iceni owed to the Romans. Unable to repay this debt, the Soviet elites had only two choices: dissolve or fight. They made an attempt to fight with the "August Putsch" in 1991, but it rapidly fizzled out. There was no chance for the Soviet Communists to make a mistake similar to the one Queen Boudica made, that is starting a full-fledged military rebellion against a much more powerful enemy. That was good for everybody on this planet since the Soviet Union had nuclear warheads which might have been used in desperation. Fortunately, history doesn't always repeat itself!

But, if history doesn't repeat itself, at least it rhymes and the ability of the Western Empire to use financial means to bring countries into submission is well documented. Another, more recent, case, is that of Greece: again a nation that couldn't give back the money it owed to the imperial powers. For a short moment, in 2015, it looked like the Greeks had decided to rebel against the empire but, in the end, the Greek elites chose to submit. The punishment for the Greek citizens has been harsh but, at least, their country was not bombed and destroyed, as it happens rather often nowadays when the Imperial Powers that Be become angry.

But for how long will the Western Empire remain powerful? Just like for the Roman Empire, its destiny seems to be a cycle of growth and decline - and the decline may have already started as shown by the failure of the attempt of bankrupting the heir of the Soviet Union, Russia (again, fortunately for everybody, because Russia has nuclear weapons). The globalized empire seems to be getting weaker and weaker every day. Whether this is a good or a bad thing, only time will tell.



A note added after publication: there are some curious coincidences in this story. Seneca was probably the most powerful man of the empire from ca AD 54 to 62, almost an emperor himself while Nero was still very young. It is during this period that the story of the loan to King Prasotagus took place and, then, the rebellion of Queen Boudica started. It is reported that Nero was so upset by the initial successes of the Iceni that he seriously considered ordering the legions to abandon Britain. So, let's see what we know: Seneca makes a big mistake, Nero is very angry because of that and, a few years later, he orders Seneca to commit suicide (AD 65) with the accusation of treason. Maybe it was really treason. Or maybe it was Boudica's ghost who took her posthumous revenge on Seneca!

. . .  the Romans, at the apex of their arrogance, set into action an outrageously poor set of decisions. Try to spot where things go off the rails:
  • They did not recognize Boudica’s claim to the throne because she was a woman.
  • They laid claim to all of the late king’s money.
  • Also to a ton of Iceni land.
  • And said that some money they’d given the late king was a loan, due back (with interest) immediately.
  • They then publicly flogged Boudica.
  • And raped her two daughters.
You can probably tell at this point that the rest of this story isn’t going to go well for the Romans.

The amazing thing is, this was totally in line with the (local) Romans’ line of stupid moves! When Boudica subsequently raised a mob and began marching on the nearby town of Camulodunum (essentially a veterans retirement home), several other Roman blunders came to light:
  • Camulodunum had dismantled its own defenses so more people could build houses.
  • They’d been overtaxing all the neighboring Britons, mostly because they could.
  • All the collected money had gone to building a fancy temple, which was effectively a giant middle finger to their subjugated neighbors.
  • Lastly, when the Romans got word that some rowdy barbarian lady was acting up, they laughed and sent 200 soldiers to scare her off. The 120,000 men she’d gathered laughed back and killed everyone in the city.
Fun science fact: if you apply a sustained fire to an entire Roman city, you can turn it into a molten pile of sickly red clay. This fact comes to us courtesy of Boudica, warrior scientist of the first century, and the 6-inch-thick layer of detritus that is current-day Camulodunum. She repeated her experiment with two other cities, including Londinium, the precursor to London. 

Along the way, her army, which had at this point become a roaming 230,000-man block party, killed an armed Roman legion, around 70,000 civilians, and became Rome’s worst nightmare. In order to understand how terrifying this was for Rome, one should understand some specifics of Boudica’s uprising:
  • They cut off the breasts of Roman noblewomen, sewed them to their mouths, and hung the bodies or mounted them on spears.
  • The Iceni decapitated people as a matter of religious principle. They’d embalm the heads of their enemies and mount them on chariots. The rest were thrown into rivers (and are still occasionally found to this day).
  • Rome was huge to the point of unwieldy at this point. Stories of an untrained mob wiping out veterans left and right raised the spectre of uprisings happening everywhere.
  • “Moreover,” a prominent Roman historian wrote, “all this ruin was brought upon the Romans by a woman, a fact which in itself caused them the greatest shame.”
Unfortunately, Boudica’s success had largely been predicated on surprise, and did not last long. When they went up against entrenched Roman soldiers, the Iceni fell apart. A mere 15,000 Romans were able to rout Boudica’s massive army, killing 80,000 in the process. So sure had the Boudican mob been of their victory that they’d brought their families out to the battlefield in wagons – wagons that later pinned them in from retreating.

Her methods are almost directly equivalent to tribal headhunters and religious extremists, but she’s held up as a vengeful heroine instead of deranged villain.

Boudica’s final fate is unknown. Some suppose she swallowed poison, and others that she was killed in battle. Her story was all but forgotten for centuries, until the rediscovery of documents from Roman historians. After that, she became a national hero of Britain in short order, soon appearing in textbooks, statues, and movies.

Those Weird Italians: do They Really Think Italy is a Sovereign State? A Comment on the Recent Failure of Forming a New Government


The political history of Europe during the past 5 centuries or so. Note how nation-states crystallized in the current form mostly during the 19th century. These entities turned out to be extremely resilient and they survived two major world wars and all sorts of disasters. Nation-states are much less important today in the age of the Globalized empire, but they are still alive and kicking. The recent events in Italy the attempt of creating a more independent national government clashed against the international political imperatives. It is all part of a general trend that may lead to the disgregation of the Eurozone and, perhaps, to a Seneca Collapse for the weaker European economies, including the Italian one.



A few things became clear in Italy during the past few days. One is that Italy is not a real "sovereign state," as it became evident when President Mattarella refused to accept a government which included people who had taken critical positions against the European Union and against the Euro. It was a necessary outcome of the situation: from 1943 Italy has been occupied by the troops of the victorious American Empire. Only a certain degree of fiction has been maintained to imply that Italy is able, in principle, to take independent decisions in matters dealing with the economy and foreign policy.

In practice, whenever Italian officers tried to take such independent decisions, they discovered that it was an unwise choice - even for their own physical survival. There have been several instructive cases in the past, starting with Enrico Mattei, president of the Italian National Oil Company (ENI). He pursued a politics of independence for the Italian energy system and he died in a mysterious (but not so much) airplane crash in 1962.

History, as usual, rhymes with itself and, recently, the winners of the latest Italian elections, the leaders of the M5s and the Northern League (now simply the League) parties, tried to form a government with a program of sweeping reforms which included an attempt to gain a larger degree of independence from the European Union in financial matters. The program didn't include anything equivalent to the British "Brexit" but it was, clearly, a step in that direction.

It didn't work, and it should have been obvious from the beginning that it couldn't. The rules of the imperial game are not based on democracy: defeated and occupied countries can't vote for their independence (it happened to Catalonia, too). Try a little exercise, imagine that, after the defeat of Queen Boudicca, the Celts of Britain had voted for a National government pursuing a policy of independence from Rome. You get the point, I think.

What's perhaps most surprising is how a lot of Italians reacted to the events. They took Mr. Mattarella's decision as an insult to the sovereignty of Italy. That is, they seem to believe that such a thing as an Italian sovereign state exists, despite the American troops occupying Italy with more than 10,000 men in at least a hundred military bases (all your bases are belong to US). And the military occupation is just a marginal element of a much more in-depth political and financial occupation.

Yet, in a certain sense, the Italians are right. In politics, often beliefs are stronger than reality - politics creates its own reality. And so, if Italians truly believe that Italy is an independent country, then at least it could become one. It is what happened in 1861, when Italy was created as an independent state for the first time in history.

Now, there are events that highlight long-term trends. The power scuffle about the new government in Italy is one of these events. It shows that the Global Empire is still strong, but also in evident decline because it could be challenged - although unsuccessfully - by the winning parties of the recent Italian elections. Empires are fragile things in the sense that they need a lot of energy to keep moving - and they tend to have a short lifetime in comparison to the more resilient entities we call "nations." Empires, in other words, are subjected to the kind of rapid collapse that I call the "Seneca Collapse"

The Global/American Empire is no exception. It is the product of the power of fossil fuels and it will persist only as long as fossil fuels are cheap and abundant. That can't and won't last forever, although at present it is impossible to say for how long. Rome was said to be eternal at the time of the Roman Empire, but it wasn't. The same is true for Washington D.C. (and for Brussels, which will probably fall earlier).

So, at some moment Italy may become again an independent state, as it was from 1861 to 1943. Most Italians, right now, seem to think that it would be a good idea. But will it be? Think about this: after the Roman Legions left Britain, were the Britons richer? Or happier to be ruled by tribal chieftains? Debatable, to say the least.

The people who are proposing that Italy should leave the Eurozone seem to think that all the problems for the Italian economy are financial and political. They don't understand the structural problems of an economy which is almost 100% dependent on the import of mineral commodities, and of fossil fuels in particular. Leaving the Eurozone or making cosmetic changes in the taxation system won't do anything to address this dependency. And, if it is true that nation-states are more resilient than empires, they too can suffer the Seneca Collapse if they lack the energy needed for their economy to function. So, the future is obscure, as always, but one thing remains clear: "Fortune is of sluggish growth, but the way to ruin is rapid" (Lucius Annaeus Seneca, 4 BC-65 AD)

How do Empires hunt bears? The control of natural resources from ancient Rome to our times

You probably know the joke that starts with the question "how do economists hunt bears?" The answer is, "they don't, but they believe that if bears are paid enough, they'll hunt themselves." It is a good illustration of the awesome power of money. It doesn't work so well with bears, but, if paid enough, people will engage in all sorts of nasty and unpleasant activities, including hunting and killing other human beings.

The question about bears can be translated to another situation. You know that empires are large structures dedicated to collecting resources from the periphery and concentrating them in the center. This is, obviously, disadvantageous for the periphery. So, how do the imperial elites convince people living in the peripheries to surrender their resources to them? The answer is similar to that of the joke about economists and bears: by paying them enough.

This point needs some specification and, as it often happens, the past gives us a guide for the present. So, let's consider the case of the Roman Empire, whose cycle we know very well. The Romans had a well developed and tested method of empire building. First, they would attack and defeat a bordering kingdom. Then, they would proceed to exterminate or enslave the local elites. At this point, they would replace them with a partly or fully Romanized new elite to govern the territory, from then on called a "province."

The critical feature of the system was that it could not be managed just by brute force; it would have been too expensive. So, the Romans needed to convince the local elites to act as tax collectors for them. Not an easy task, in principle, since the local elites could have reasoned that it was more convenient for them to keep all the taxes for themselves. Occasionally, indeed, provinces revolted in order to regain their independence. For instance, the Jewish uprising that started in 66 AD in Palestine was almost successful and it shook the empire to its foundations. But, on the whole, the provinces remained remarkably quiet up to the end the Roman Empire. The bears were thoroughly tamed. 

How did the Romans manage to keep their Empire together so well and for such a long time? It was, obviously a question of control. The entities we call "states" (and their more aggressive version known as "empires") exist because the center can control the periphery. This control takes various forms, but, basically, it is the result of the financial system: money. In Roman times, the provincial elites were paid with Roman money to act as tax collectors and they could also make more Roman money in other ways, for instance by enlisting in the Roman army. With the Roman currency, they had access to all sorts of luxuries available in the Empire and, in particular, to the gigantic emporium of all goods and services that was Rome itself. It was safer for them to accept this situation rather than embarking in the difficult and risky idea of starting a war against the mighty Roman Empire. In a way, the bear was paid to hunt itself.

The system worked nicely for several centuries, as long as the Empire could coin money. As I argued in an earlier post of mine, the fall of the Roman Empire was not so much a question of loss of resources, but of loss of control. When the Romans ran out of gold and silver from their Spanish mines, they lost the capacity of creating their currency and they couldn't keep a functioning financial system. Without a financial system, they had no way to control the flow of resources from the periphery to the center. The African and Asiatic granaries that had  provided food for the Romans collapsed for lack of maintenance and, without sufficient food for its population, the Empire could not survive. If you don't pay the bear, it will eat you.

And we are back to our times: the bear is alive and well; roaring at the Eastern borders of the global empire. In the past, for a while it seemed that the bear could be convinced to hunt itself. The Russian elite seemed to be happy to be paid to have access to the luxuries that the global empire could provide and they accepted to become part of the globalized financial system. But, at some point, the bear bared its teeth and growled, refusing to be tamed.

What went wrong? One problem that we can identify if is that the Romans would make sure that the military forces of a defeated kingdom were crushed and eliminated before transforming it into a province; the bear was thoroughly defanged before being tamed. In the modern case, however, it is not so easy to defeat a nuclear bear that maintains a considerable fighting power.

But, the main factor that kept the Russian bear alive and angry may be a much more fundamental one. The global empire - just as the Roman Empire, long ago, - needs a fully functional financial system if it is to keep expanding. When the Roman financial system collapsed, the empire collapsed, too. Now, the global financial system doesn't look in good health, to say the least and a new financial collapse, after the one of 2008, may be just around the corner. In these conditions, it is hard to think that the bear can be paid to hunt itself.  That must have been understood even in the capitals of the global empire. So, we are seeing a belated attempt to kill the bear by strangling it - destroying it using economic sanctions. Considering, however, that Russia controls mineral resources that are vital for the empire, choking the bear to death (even assuming that it were possible) may not be the best strategy, really.

How to destroy a civilization


This is the third post of comments on the "NASA-funded paper" (a term that went viral) on societal collapse by Motesharrei, Rivas and Kalnay (MRK). In my first post on the subject, I noted some qualitative features of the model. In the second post I commented on the debate. Here, I am going more in depth in the structure of the model and I think I can show that the results of the MRK model are very general as they can be reproduced with a simpler model. In the end it IS possible to destroy a civilization by spending too much on non-productive infrastructures - such as the Moai of Easter Island (image above from Wikimedia, creative commons license)


Mathematical models may be a lot of fun, but when you use them to project the future of our civilization the results may be a bit unpleasant, to say the least. That was the destiny of the first quantitative model which examined the future of the world system; the well known "The Limits to Growth" study, sponsored by the Club of Rome in 1972. This study showed that if the world's economy was run in a "business as usual" mode, then the only possible result was collapse.

This kind of unpleasant results is a feature of most models which attempt to foresee the long term destiny of our civilization. Not that it should be surprising considering the speed at which we are wasting our natural resources. Nevertheless, whenever these studies are discussed, they generate a lot of criticism and opposition. It is the result, mainly, of emotional reactions: there is nothing to do about that, it is the way the human mind works.

But let's try to put aside emotions and examine a recent study by by Motesharrei, Rivas and Kalnay (MRK) on the destiny of human society that became known as the "NASA funded model" after a note by Nafeez Ahmed. The model has attracted much criticism (as usual) but it is worth looking at it with some attention because it highlights some features of our world which we should try to understand if we still think we can avoid collapsing (or at least mitigate it).

The MRK model has this specific feature: it divides humankind in two categories, "commoners" and "elites", assuming that the first category produces wealth while the second doesn't. In some assumptions, it turns out that the elite can completely drain all the resources available and bring society to an irreversible collapse, even though the resources are renewable and can reform the initial stock.

I think this is a very fundamental point that describes events which have happened in the past. As I noted in a previous post, it may describe how the Roman Empire destroyed itself by excessive military expenses (we may be doing exactly the same). Or, it may describe the collapse of the society of Easter Island, with a lot of natural capital squandered in building useless stone statues while putting a high strain on the available resources (the story may be more complex than this, but its main elements remain the same)

So, it looks like elites (better defined as "non productive elites") may play a fundamental role in the collapse of societies. But how exactly can this be modeled? The MRK model does that using an approach that, as I noted earlier on, is typical of system dynamics, (even though they do not use the term in their paper). Not only that, but it is clearly a model in the style of those "mind sized" models which I had proposed in a paper of mine. The idea of mind sized models is to avoid a bane of most models - of all kinds - that of "creeping overparametrization". Since, as a modeler, you are always accused that your model is too simple, then you tend to add parameters over parameters. The result is not necessarily more realistic, but surely you add more and more uncertainty to your model. Hence, the need for "mind-sized" models (a term that I attribute to Seymour Papert)

So, let me try to rework the MRK model; simplifying it a little and making it more streamlined. Instead of speaking of "elites" and "commoners", let us speak of two different kinds of capital. One kind we call "productive", the other "non productive". Capital is the result of the exploitation of natural resources. "Productive" capital is the kind that leads to further exploitation and growth of the economy; the other kind is capital which is simply wasted.

Let me explain what I mean with the example of Easter Island's economy, productive capital is the agricultural structure, while non-productive capital is the Moai building structure. Agriculture sustains people who cultivate more land. Moai building doesn't do anything like that - it is a pure waste of resources and human labor. In our times, we can say that the productive capital is everything that exploits the available resources, from refineries to fishing boats. The non-productive capital is everything else, from private yachts to battle tanks.

So, can we build a model that includes these elements? Surely we can; here is a version of the model in the style of "mind sized" models. (done using the "Vensim" software).


The model is a streamlined version of the MRK model, where I added a "pollution" stock (missing in the MRK model) and where I simplified the productive cascade structure. It would take some time to explain the model in detail and there is not enough space here. If you want to go more in depth in this subject you can read my paper on "Sustainability" or this post of mine with the rather ambitious title of "peak oil, entropy, and stoic philosophy." But, please, understand that the model, though very simplified, has a logic; what it does is to describe the degradation of the thermodynamic potential of the starting resources (the first box, up left) into a series of capital reservoirs which, eventually, dissipate it in the form of pollution. The "Ks" are constants which determine how fast capital flows from one stock to another. The arrows indicate feedback: we assume here, for instance, that the production of industrial capital is proportional to the size of both the resources and capital stocks.

Now, let's go to the results obtained with some values of the parameters. Let's take r1=0.25, k1=0.03, k2=0.075, k3=0.075, k4=0.05. The initial values of the stocks are, from top to bottom, 5, 0.1, 0.1, 0.01 - you may think of the stock as measured in energy units and the constants in energy/time units. With these assumptions, the model produces the same phenomenon that MRK had observed with their model. That is, you observe the irreversible collapse of the system, even though the natural resources reform, becoming abundant as at the beginning of the cycle.



You see? Producing and non-producing capital (which MRK calls "commoners" and "elites") both go to zero and disappear. But note how the natural resources reform and return to their former value (actually higher than at the beginning!). This civilization had destroyed everything and won't restart to accumulate capital again for a long, long time. Note also how these results depend on the assumption that non-producing capital cannot be turned into producing capital. It is maybe a drastic simplification, but it is also true that turning swords into plowshares is a nice metaphor, but not something easily done.

At this point, let me say that this post is just a sketch. I can tell you that it took me about 15 minutes to write the model; a few hours to test it, and about one hour to write this post. So, these considerations have no pretense to be anything definitive: the model needs to be studied much more in detail. When I have time (and as soon as I can fix my cloning machine) I would like to write a full paper on this subject (anyone among the readers would like to give me a hand? Maybe someone with a better cloning machine than mine?).

Nevertheless, even though these results are only preliminary, I think that the fact that the MRK results are so easily reproducible indicate that there is something there. They seem to have identified a feature that, so far, most models had neglected. Although you can always accumulate capital by exploiting natural resources, the final outcome depends a lot on how you spend it. The model tells us, for instance, that a popular recipe to "save the economy" by "stimulating consumption" may actually destroy it faster.

So, are we destroying ourselves because we are wasting our natural capital in useless tasks, from battle tanks to SUVs? (and lots of bureaucracy and an overblown financial system, too). Are we destroying our civilization by building these useless structures just as the Eastern Islanders destroyed themselves by building Moai statues? It is something we should think about.



Note 1: I think this model has a lot to do with Tainter's idea of the "declining returns of complexity, if we take "complexity" to mean that lots of resources are used to build something that produces nothing. I already tried to model Tainter's idea with a mind-sized model in a previous post of mine and I am sorry to see that Tainter didn't like so much the MRK model. But I think it is mostly a question of different languages being used. If we work on communication, I think it is possible to find a lot of points of contact in the different approaches of modelers and historians.

Note 2. Doesn't this model contradict the conclusions of my book "Extracted", that is that our society is collapsing as a result of the depletion of mineral resources? No, it doesn't. The parameters I used for the run shown here are chosen to reproduce the results of the MRK paper, which assumes that resources are fully renewable. You can run this model in the hypothesis that resources are NOT renewable, which is an assumption closer to our situation. In this case, the model will tell you that the system will collapse leaving unused a large fraction of these theoretically exploitable resources; the larger the more overblown the non-productive capital stock will turn out to be. This is something that I think is very relevant to our situation: we saw it happening with the financial crisis of 2008 and the next financial crisis, I believe, will generate again this effect. Chemistry of an Empire: the Last Roman Empress

The inscription says "Domina Nostra, Galla Placidia, Pia, Felix, Augusta," that is "Our Lady, Galla Placidia, Pious, Blessed and Venerable."  A contemporary of such figures as Saint Augustine, Saint Patrick, Attila the Hun, and – perhaps – King Arthur, Placidia had the rare chance of being able to do something that past Roman Emperors never could do; take the Empire to its next stage which was to be, unavoidably, its demise.


As I was preparing this essay on Empress Galla Placidia, I found myself giving an impromptu talk on the subject to my students in chemistry on the last lesson before Christmas. Later on, I thought that I could write my essay in the form of that talk. So, here it is. It is much expanded in comparison to what I said to my students on that occasion, but still, it maintains the essence of it. I have added headings and some figures.



Introduction: chemistry of an empire

I think there won't be a lecture in chemistry, today.  We are close to Christmas, there are just a few of you, and so it is better to skip a long and boring lecture; we'll have it after the pause for the holidays. So, we could simply leave for a coffee but, maybe, we could use this time we have in a different way. You know, there is a subject that I work on when I have some free time: Roman history. So, I was thinking that, instead of giving you a lecture in chemistry, I could speak to you about that. How would you like to hear the story of a Roman princess who married a barbarian king and then became Empress of Rome?

Now, I see from your faces that - yes - you would like to be told this story! But note that perhaps it is a subject that is not so far from chemistry as you might think. You see, civilizations can be seen as huge chemical reactions and you know that chemical reactions tend to flare up and then subside; it is what we call "chemical kinetics," you have studied that. The same happens for empires; they tend to flare up and then disappear; that's what happened to the Roman Empire, as you know.  So, civilizations and chemical reactions can be studied using similar methods; it is a field of science that goes under the name of "system dynamics". In a sense, there are forces pushing people to do things just like there are forces pushing molecules to react. In chemistry, we call those forces “chemical potentials”, about people we might use the term “destiny” or "karma" or something like that. But perhaps the difference is not so great.

But don't worry about equations. I said that today I was going to tell you a story, and I am going to do it. It is the story of Galla Placidia; born a Roman princess, then Queen of the Goths, and, in the end, Empress of Rome. It is a great story of love, sex, and war. So, let's start!


The fall of Rome.

Now, I am asking you to close your eyes and forget for a moment where you are. Forget that you are in a classroom, forget that you are students of chemistry, forget that you live in the 21st century. Try to imagine something that existed way back in time: ancient Rome in the first years of the 5th century of our era, fifteen hundred years ago.
